Policy Brief
Abstract
This brief proposes an outcomes-oriented affirmative-action framework to accelerate women’s participation and leadership across India’s higher education and STEM pipeline, aligning national priorities for a “Self-reliant India” (Atmanirbhar Bharat) with the United Nation’s SDG-5 (gender equality). Near-parity in overall HE enrolment contrasts with women’s underrepresentation in engineering/technology programmes, research roles, and senior faculty positions as revealed by the All India Survey on Higher Education (AISHE) (Department of Science & Technology, n.d.-a; Ministry of Education, 2020; Sahay, 2022). Supernumerary seats, re-entry fellowships, and pilot programmes (e.g., KIRAN/WOS, GATI, WEST) show promise but lack scale, evaluation, and accountability linkages (Department of Science & Technology, n.d.-a; PIB Delhi, 2022). Gender ideologies, including caregiving expectations, work in combination with caste, class, and regional inequalities to decrease women’s entry, retention, and advancement (Dehalwar & Sharma, 2024; Puri, 2017). Affirmative action is a corrective, time-bound tool for dismantling structural barriers. India needs a national framework that combines entry, retention, and leadership levers; ties public funding and accreditation to Gender Equality Plans (GEPs); and uses transparent data audits. Our recommendations include scaling supernumerary seats and targeted scholarships; mandating GEPs for research funding; removing age penalties and expanding re-entry pathways; enforcing childcare, anti-harassment, and flexible work norms; funding mentorship/sponsorship networks; and publishing a national STEM Gender Dashboard. Expected outcomes include higher innovation capacity, productivity, and inclusive growth (Khetarpal, 2017; Niti Aayog, 2021; World Economic Forum, 2022).
