Description

This research presents an ethnographic profile of the sheltered and unsheltered homeless populations in three California Counties, with a focus on vehicle living as a housing solution. Although similar in terms of population size, housing prices, and the prevalence of both tourists and homeless people, each county differs dramatically in terms of the types and locations of homeless services and overall approach to homelessness. The struggle over rights to public space is poignant in these locations, where citizens and tourists seek unfettered access to shopping and recreational areas and homeless people seek to set up makeshift shelter. This research examines the complex relationship between survival and social legitimacy on one side and enforcement and regulation on the other.
